The Recovery and Resilience National Plan represents an extraordinary opportunity to relaunch investments in Italy.

In addition to the 196.5 billion € in grants and loans provided for Italy by the Recovery and Resilience Fund which the Government has decided to use in full, an additional financial contribution is provided, again in the context of Next Generation EU (NGEU), 13.5 billion € of React-EU and 1.2 billion € of the Just Transition Fund.

70% of the grants from the Resilience and Recovery Fund will be committed by the end of 2022 and spent by the end of 2023. The plan also foresees that the remaining 30% of the grants to be received by the Resilience and Recovery Fund will be spent between 2023 and 2025.

It is divided into 6 Missions. Each Mission is composed of 16 Components that achieve the economic and social objectives defined in the Government’s strategy.

The Components are divided into 47 Lines of intervention for homogeneous and coherent projects.

The individual investment projects were selected according to criteria aimed at concentrating interventions on transformation with the greatest impact on the economy and work.

The identification and definition of both “existing projects” and “new projects” was also oriented conditioned by these criteria.

For each Mission, necessary reforms are identified for a more effective implementation, linked to the implementation of one or more Components.

The six Missions of the Resilience and Recovery National Plan represent structural “thematic” areas of intervention:

  1. Digitization, innovation, competitiveness and culture;
  2. Green revolution and ecological transition;
  3. Infrastructure for sustainable mobility;
  4. Education and research;
  5. Inclusion and cohesion;
  6. Health.

1. DIGITIZATION, INNOVATION, COMPETITIVENESS AND CULTURE

General mission objectives:

  • Digital growth of the country and its authorities
  • Digital transformation of the public sector; strengthening of the national cybersecurity; realization of the interoperability of databases.
  • Promote a radical change in the Public Administration by promoting innovation, skills, competences and merit. Systematic simplification of administrative procedures, reducing time and costs.
  • Digitization of judicial proceedings and acceleration, within a shared reform framework, of the timing of judicial decisions.
  • Support the innovation and competitiveness of the production system, with particular attention to small and medium businesses and production chains.
  • Promote the implementation of broadband, 5G and satellite monitoring.
  • To relaunch the tourism and culture sectors in a sustainable way, raising the levels of tourism, cultural and creative services, supporting digital and green transitions and the socio-economic development of the country.

2. GREEN REVOLUTION AND ECOLOGICAL TRANSITION

General objectives of the mission:

  • Making the agri-food chain sustainable, preserving its competitiveness.
  • Fully implement the circular economy paradigm.
  • Reduce emissions of climate-altering gases in line with the 2030 objectives of the Green Deal.
  • Increase the production of energy from renewable sources and develop transmission grid.
  • Promote and develop the hydrogen supply chain.
  • Support the transition to non-polluting means of transport and supply chains.
  • Improve the energy efficiency and anti-seismic performance of buildings.
  • Ensuring the sustainable management of water resources throughout the entire cycle.
  • Counteract hydrogeological instability and implement a reforestation programme.
  • Improve the quality of inland and marine waters.

3. INFRASTRUCTURE FOR SUSTAINABLE MOBILITY

General objectives of the mission:

  • Create a modern, digitized and environmentally sustainable mobility infrastructure system.
  • Introduce digital remote monitoring systems for the safety of road arteries and consequent urgent works for the safety of deteriorated roads, bridges and viaducts.
  • Investing in a competitive and sustainable port system from an environmental point of view to develop traffic connected to the major European communication lines and enhance the role of the ports of Southern Italy in intra-Mediterranean transport and tourism.

4. EDUCATION AND RESEARCH

General objectives of the mission:

  • Fill up the skills gap that limits the country’s growth potential and its ability to adapt to technological and environmental challenges.
  • Improve students’ school and university pathways; facilitate access conditions to increase the incentive of families to invest in the acquisition of advanced skills by young people.
  • Strengthen research systems and their interaction with the world of businesses and institutions.

5. INCLUSION AND COHESION

General objectives of the mission:

  • Strengthening of active labour and training policies for the employed and unemployed.
  • Increase in quality youth employment by strengthening the dual system.
  • Support female entrepreneurship as an instrument of economic autonomy.
  • Strengthen the universal civil service by stabilizing the annual posts.
  • Strengthening the quantity and quality of social infrastructures, for minors, non-elderly self-sufficient citizens and people with disabilities.
  • Recovery and regeneration of buildings and urban areas, with particular attention to suburbs
    and inland areas of the country.
  • Restructuring – and provision of home automation investments – of homes to be allocated to independent life paths of non-self-sufficient elderly people and people with disabilities;
  • Realization of sports facilities and equipped urban parks, which contrast urban decay, boost the socialization of young people, and fight social marginalization;
  • Expansion of the public residential offer and rent-controlled housing, also for students (social housing) as well as housing at prices lower than market prices;
  • Special interventions for territorial cohesion aimed at reducing the impact of the crisis and creating the conditions for fair and resilient development in specific territorial areas.

6. health

General objectives of the mission:

 

  • Intervene with actions to strengthen both the hospital system and, in particular, the territorial assistance network, in order to ensure homogeneity in the ability to provide integrated responses (of a health and social-health nature), as well as equity of access to care.
  • Strengthen the resilience and timeliness of the health system’s response to emerging infectious diseases burdened by high morbidity and mortality, as well as other health emergencies.
  • To boost digital health, have digital solutions for multidisciplinary and multi-professional care plans able to integrate care and assistance processes, as well as to support proximity and communication to people.
  • Promote and strengthen the scientific research sector, increasing the resources allocated to biomedical and health research also through the promotion of equity funds and developing the skills that can facilitate technology transfer.
  • Create safe, technological, digital and sustainable hospitals, with actions aimed at the technological modernization of hospital facilities with particular reference to high-tech equipment and other interventions aimed at the digitization of healthcare facilities.
  • Strengthen the country’s capacity, effectiveness, resilience and equity regarding current and future health impacts associated with environmental and climate risks.
  • Strengthen the technical-professional, digital and managerial education of the medical staff as well as to fill the gaps related to specialists and general practitioners.
