The German Federal Ministry of Transport and Digital Infrastructure currently prepares to create more truck parking spaces within a three-kilometre radius around motorway junctions. The aim of the funding guideline, which is set to be adopted in the first half of 2021, is to create additional parking spaces along German motorways (with 90 millions initially foreseen).
This national funding programme is independent of the European Union’s Connecting Europe Facility funding for safe and secure parking areas as part of the transport infrastructure portfolio. In this EU programme over 20 projects for new parking areas, upgrades and IT-related measures have been granted in the past 5 years, with 11 projects last year alone, totaling over 30 parking areas. The scope of the funding shall cover:
- The construction and expansion of truck parking areas.
- The use of existing land in the vicinity of the motorways for truck parking (e.g. transformations at depots of freight forwarding companies).
Funding rates are supposed to vary between 70% and 90%.
The minimum requirements under discussion encompass the following:
- Daily hours at least from 18:00 to 6:00
- At minimum 30 truck parking spaces per location
- Sanitary facilities (such as toilets and showers)
- Systems recording the current occupancy rates with a transfer to the German Mobility Data Marketplace (MDM)
