Who are the incoming European Commissioners responsible for EU public funding?

While all Commissioners will have some relevancy on Funding, in this article we will summarise the most impactful Commissioners’ views on funding, expressed in the hearings that took place from 5 to 12 November 2024.

Financial Services Commissioner Maria Luís Albuquerque:
• Creating a Capital Markets Union (Single Market for investment) to unlock European savings totalling over €1 trillion to unlock ‘investment boom’.
• Evaluate green finance for defence funding.

Economy Commissioner Valdis Dombrovskis:
• General increase to both public and private investment to boost competitiveness.
• Decreasing bureaucratic red tape without compromising on social and environmental standards.
• Phasing out all subsidies relating to fossil fuels on the EU and national level.

Cohesion and Reforms Commissioner Raffaele Fitto:
• Adapting Cohesion Funds to include less developed regions in more developed countries.
• Including defence infrastructure, such as military mobility, under Cohesion.
• Making Cohesion Funds dependent on economic and political reforms.

Energy and Housing Commissioner Dan Jørgensen:
• Increase funding for green energy projects for energy independence, not including either gas or nuclear energy.
• Funding for affordable low-energy housing projects.

Defence and Space Commissioner Andrius Kubilius:
• More international defence projects.
• Overhaul the Multiannual Financial Framework for faster budget changing for funding.
• Increase military mobility funding separate from CEF.

Budget Commissioner Piotr Serafin:
• Prioritising defence funding in the next MFF.
• Funding migration-protection.

International Partnerships Commissioner Jozef Síkela:
• Aligning Global Gateway with China’s Belt and Road Initiative to efficiently support developing countries.
• Assisting with development to limit economic migration.
• More funding for education development.

Sustainable Transport and Tourism Commissioner Apostolos Tzitzikostas:
• Increased budget for military mobility in coordination with NATO.
• Funding focus on railway over road transport.
• Funding for security in maritime transport.

Startups, Research and Innovation Commissioner Ekaterina Zaharieva:
• Simplifying Horizon Europe applications through the European Innovation Act.
• Funding for defence innovation and research.
• More funding for climate investment to meet climate targets.
