New assessment of lump sum funding of EU grants

The European Commission states to increasingly use lump sum funding as a means of simplifying EU grants. Following a pilot under the final three years of the Horizon 2020 programme, lump sum funding has been introduced more widely in Horizon Europe.

A new assessment of lump sum funding in Horizon 2020 and Horizon Europe has recently been published. Overall, this new assessment confirms and extends the positive findings of the 2021 assessment report. The sources display the kick off of the new kind of funding and its development over the years.

The new report confirms that:

  1. lump sum funding continues to be popular with users
  2. lump sums are perceived as reducing the administrative burden
  3. concerns of some stakeholder groups have not materialised.

The report presents the state of play in early 2024, with nearly 1.400 lump sum grants signed and many of them completed. This rich source of data allows for a robust analysis of how lump sums work, covering all stages of the project lifecycle from proposal writing to the end of the project.

Lump sum funding has also been introduced in the infrastructural area for example to roll out a wide number of e-chargers for HGVs and buses all over Europe including the urban nodes. In general lump sum funding is appreciated for any kind of large scale roll out to quickly address shortcomings.
