The 2021 CEF Military mobility envelope for the adaptation of the TEN-T to civilian-defence dual-use
The 2021 CEF Military mobility envelope supports Actions relevant for civilian-defence dual use, related to the efficient, interconnected, interoperable and multimodal networks. It aims at the improvement of military mobility across the European Union, considering the geographical balance and the potential benefits for civil protection, e.g. the expansion of a section of highway to allow its use by air forces as a runway. Therefore, not only sufficiently wide road sections are required, but also a fast-responding system that closes and prepares the relevant sections using, e.g. smart applications for transport which are also useful in sectors of civilian transport traffic such as Intelligent Transport Systems (ITS). Appropriately prepared sections highways can then for example be used by helicopters as a runway as well as for landing jets.
In the 2021 CEF Military mobility envelope Actions for all transport modes are eligible. Actions must be located on the TEN-T Core Network and on the EU military transport network. In addition, Actions must be compliant with dual-use infrastructure requirements (COM Implementing Regulation (EU) 2021/1328).
The assessment of the military aspects will be performed by the EU Military Staff from the European External Action Service. Priority will be given to Actions being implemented between 2021 and 2026. The end date of all Actions is 31 December 2026.
In accordance with Article 9(2)(c) and Article 12 of the CEF Regulation, studies, works or mixed related to the following Actions will be supported:
All Actions described in sections 6.1 or 6.2 of the multiannual work programme for CEF-Transport 2021-2023, if relevant for civilian-defence dual-use;
Actions regarding the upgrade of sections and components of the Core and Comprehensive Network not covered in sections 6.1 or 6.2 of the multiannual work programme for CEF-Transport 2021-2023 if relevant for civilian-defence dual-use;
Actions concerning air transport infrastructure components, as defined in Regulation (EU) No 1315/2013, if relevant for civilian-defence dual-use.
The available call budget is EUR 330.000.000 for studies and EUR 100.000.000 for works or mixed Actions. The funding rate can be maximum 50% for studies, maximum 70% for works in outermost regions, maximum 30% for proposals related to ‘improving transport infrastructure resilience’ and maximum 50% for proposals related to ‘safe and secure parking infrastructure’ and ‘adapting the transport infrastructure for Union external border checks purposes’.
